Why is the Setup menu missing in APW that is installed on a PC with a fresh DOS 6.22/Win 3.1 install? I can do nothing and most of the buttons are grayed out.

Hello, I Just purchased Quad IVC. I have Programmed and Operated extensively 15 years ago, but know a bit rusty. The PC in the Machine has has CC 7.54 and APW, and Win 3.1. I am looking for someone who has copies of these programs on disks to share,
