The best method of cleaning misprinted boards is with a stencil cleaner. I would not recommend the use of a spray-in-air system for misprints. Spray systems can cause solder paste to become embedded into vias and under components (if double sided).

We use no-clean sac305 pastes that are not water soluble. Will a DI water based washer work for cleaning these stencils or is alcohol required?

On the printer alcohol always worked way better than water. If you talk about after job is done, most stencil cleaners work with some solution/saponifier and DI water.

I would recommend some sort of saponifier that has been tested and is known to remove the no clean flux residues that you're trying to remove.
