DEK248 squeegee speed can't be controlled. It always moves with max speeed or something close to that, regardless of the current settings. Does anyone knows how to fix this?

Does it cycle in/out in diagnostics? Have you checked pneumatics to to the RS cylinder?

Is the signal making it to the SOL? Is it toggling when signal is present? RS Cylinder is to the rear of the RS rails.

Most probable is encoder feedback failure... check encoder connections.
