Hi JSeewald, You are very much right that there is difference between the solder pad with respect to IC pad. Since the Manufacturer suggests the same -- design also freezed to recommended dimensions.

Thank you both, it is not the good HLA design and this is why the deflection is needed to sit everything properly in the case. We did ask cust0mer(we are CM) to change it, I am just looking for a standard to support our claim.

Go with the machine manufacturer's recommendations. And remember there are no hard and fast keep out areas. You can go a little tighter than they suggest but it is risky.
