The white residue can be caused by putting Alcohol on the no clean product. Some people will attempt to clean an area they have reworked.

We are currently having a lot of problems in Circuit testing many of our product due to the use of our no clean flux. We don't clean our board in any way. How is the industry dealing with this problem? Or are we unique?

You are not unique. We too are using "no-clean" flux but yet we still have to use flux off to clean the boards before our test bays. I know of no solution to this yet but I am actively seeking one.
