we do it all the time. We havent had any problems with the BGA's. But, you dont want BGA right beneath another BGA.

Putting on the BGAs are relatively easy, it's the X-ray inspection of BGAs on both sides that can get tricky.

Alcohol and a scrub brush or try some 440R (http://www.smartsonic.com/). This stuff cleans almost anything off.

Does anyone knows if usage of plastic trash bags inside trash bins can effect static charge accumulation. And is it preferable not to use such bags to minimize charge. Thank you Vic

Good points. I never thought about the higher temps causing the the higher emmesions. I'm glad I'm not in charge of WEEE or ROHS - but then again it scares me to think who is.

We'd guess that you want the ESD ground at the same point as the building ground for personnel safety reasons. Injured employees and OSHA inspector should be enough to convice the old timers [in most plants].
