If you can rub it off, it's unlikely to be a solder mask problem. Try the "excess flux, flux contamination, solder contamination" angle.

Find out were the excess flux is coming from. See if it can be eliminated or reduced at the source. Lokely coming from something other than SMT assembly.

Beware the foam fluxer. I had a problem with cracked caps that just about drove me off the deep end. I discovered that my foam fluxer air knife was not turned on resulting in excessive flux. The excessive flux (VOC free) was not properly dried off
