I would start there. Swap MP boards between the 2 machines to see if the problem follows. If that doesn't change anything then try the SCSI board, you can continue until the problem moves to id the bad board.

I don't know about potted PCBs, you'd have to talk to the recycle. My guess is it doesn't matter, worse case they just pay you a little less per weight so you'd just keep the potted PCBs separate from the rest of the waste.

I think jurisdiction will make a big difference with respect to exact details. I would think for example that WEEEEEEEE in Europe would have a lot to say on the subject. And there would be several local governments with their own special regulations.
