After I measured, Pin 1 is gnd, Pin 2 is output = approx 1..795 Vdc and pin 3 is input = 3.3VDC. Someone please help me to find out the part number. Is it Linear voltage regulator or something voltage supervisory for microprocessor/microcontroller.

yes it's moving at the wrong pitch, about 3 components a time. Is the programming you talking about at the microcontroller AT85C55 or that serial memory 24C04? Or there is some procedure on the Quad to adjust this?

ANd the first question is how are you protecting your microcontroller from the back EMF produced by High current relays. Your placement is not well optimised and all your outputs go straight to the relay pins. This is a recipe for disaster!. Read up
