I agree with the loose parts but you can also put a O-scope where the encoder output goes into the computer to see if the signal has a lot of noise. A noisy signal can sometimes fool the input card into thinking the encoder pulses are ok.

What we are finding that the volts on the Drive motor are dropping when the oven gets hotter. As for the encoder not pick up the drop in speed, I ran the wires for the encoder outside of the oven away from everything, didn't help!!! I swapped PC's
