Some no-cleans will pool flux on the top of the solder joint which acts like an insulator. I normally do not paste "contact" pads. You can have your board house HASL them if you need the extra bump on the pad.

If looks were the measure, we'd say, "Hail yes, it looks like black pad." The determination of black pad or not is best done in a laboratory.

I've been seeing a lot of product come in with what appears to be black pad lately. I've sent stuff out to labs to be told there is no contamination. Contamination or not solder won't wet to it. Regardless of what it is we have a method to remove
