Looks like a time/temperature problem to me. However, there are a lot of solder fines surrounding the pads in one photo that go beyond what I'd expect from inadequate TAL. Is it possible that the board was misprinted and not completely cleaned, or

HI again Dave, I was wondering what kind of problems you were experiencing with the silicone tape that led you believe that it wasn't the correct tape and question the manufacturer? Were there more failures and solder issues ? Thanks

We were using AIM WS485 SAC305 and AIM NC257 SAC305 and we had problems with voiding and AIMs narrow process windows. Now we are using Indium3.2 and Indium8.9 with much better results.

Well, I did manage to solve this problem. I lowered the max boards temp from 245 to 235. Then I decreased my TAL. This seemed to work perfectly. Thanks everyone for your suggestions! They got me in the right direction.

push the "bubling" and it springs back. It does not look like solder mask. We may have to fight with board house as they don't think it's their problem. Do you know any way to find the real reason? Any idea or help will be appreciated.
