I agree with the other posting about V-score but don't forget about a Wand punch if the application is high volume, also IPTE manufactures a cutting system that doesn't require any V-score, it just cuts the boards apart with a diamond wheel.

Histroically we have designed our pcb panel configurations around the v-score format. The QA Dept of our company is is suggesting that we revert back to tab-routing as away to avoid damage to senistive components like large package ceramic capacitors

I read your request for design information on panel layout for V-scoring, and felt the need to respond. Scored PWB's are indeed more efficient to produce and depanel than tab routed PWB's, but there are also drawbacks associated with this method. T
