I need some information on how much leakage resistance that I can expect in a normal PCB. Ex. between two tracks on the same layer or on opposite layer. There must exist some design rules ?

You based the aperture size on LxBxH. Where did you get the LxBxH? Obviously the thickness of the stencil is kinda fixed. Who gave you the other numbers? Consider searching the fine SMTnet archives for background on aperture design.

I am surprised to hear that you can wave a socket with or without component in it. What is the orientation of the socket on the board, 0 or 45 degree? Are you sure, you can remove the PLCC out of the socket after soldering? Do you have the designers
