I think Joseph is referring to Kapton tape. We use aluminum tape secured with a piece of Kapton.

We love Loctite 3609 as a chip bonder, but would never consider it to secure large components

Have you considered adding adhesive / epoxy at the corners of the BGA to secure it in place?
