They can be expensive and if your using water soluble chemistry you will have to immerse the pre-form into flux. Asking the vendor to provide flux with the pre-form I believe it would dry out prior to use.

boards greater than this spec. can cause latent failure, Do not confuse no-clean assembly materials (nocleaning required) vs. clean chemistries that must be cleaned. You do not want ionic contaminants on your products.

Most likely this can be done if the board does not have any inner layer artwork. Are there schematics available? if so a design shop can basically re-design the board from these.

Kinda makes you wonder if the product truly belongs to your customer, doesn't it? There should be a marking or legend on the bare board that identifies the board fabricator. That fab should have artwork / gerber data for the board.

Have you considered engineering a new board with the same form fit and function? It might be easier than reverse engineering the board. But then you did say it was a DOD contract, so I guess that might mean all kinds of hassle to prove a "new" board

Well, at least they're not drawn on parchment paper or chiseled into stone. Have you tried contacting the D.O.D. about getting these transferred onto something else?

To me it sounds like you are not getting any air to the machine. Ours does this if we turn off the main supply.
