I just went through this same search and for the cost and what lots of users say about reliability and longevity...Wenesco is the way to go.

I've asked before, but got no response. Maybe this time I'll have more luck. So, can anybody tell me if EPC5 CPU can be replaced with EPC9 without any hardware mods on the VME rack?

The cut can be as close to the component as you want as long as you do not damage the component or any surface mount pads/traces/through holes/internal pcb planes etc.
