You can find lots of Excel add-on macro packages by searching the net with Google. Consider Q1 Macro, SPC IV Excel, and macros from BaRaN Systems.

It is one reference designator by a Tant C cap. When I look at the board you can see some splattering around the part. I will send you my email shortly.

How consistant is it? If it is every board try sending one through without the Tant. Don't overlook the possibility that the tant could be the source of the problem.

Check the tant cap for outgassing, tant caps are notorious for breaking wind and moving parts. Try baking the caps.

Below 40 microinches = Bad Solderability With pitches getting smaller and smaller flatness becomes more of an issue, but it's not to be achieved by blowing ALL solder off the pads.
