Sounds to me like they used conductive epoxy instead of plating the vias. I had to deal with boards like that when I was doing consumer electronics developed in Japan.

We are currently having a lot of problems in Circuit testing many of our product due to the use of our no clean flux. We don't clean our board in any way. How is the industry dealing with this problem? Or are we unique?
