When you say "No wetting" you mean the paste looks the same as it did going in but dried out? Or is it that you are not getting toe fillets?

is not getting toe fillet, you can se like a "paste dome" on the pad so the paste is not flowing to the pin...

Jandon, what is wrong with the picture you posted? Looks good to me? The first pix Wewilldoit posted were kinda scetchy except for the one with the bent up lead. It's not the toe fillets people - it's the heel fillets you have to look at.

Take a picture of one that just barely meets specs. Take a photo of this, either under a scope or with one of those USB scopes. Then use the photo for whatever instructions you provide to the operators.

They don't look that bad, especially for SN100. There is evidence of wetting on the toe and the paste on the pad seems to have reflowed properly. What does the heal look like? That's the more critical part of the solder joint for Gull leaded parts.
