Viewmaster may help. I talked with them in the past about using Gerbers to generate P&P data. I haven't used it but know where you are coming from.

I always got told if someone can extract gerber file they can also extract cad file. If this is a customer I would put it back on them to get you the cad file.

I have used Unicam's GerbCAM with limited success, it is very dependant on the quality of the customer's gerbers. You might want to see if this is what you're after.
