I have an issue with CP4 seeing FIDs but not correcting placement according to new skew angles. Fids in the sequence are linked accordingly. I suspect, it has something to do with the inspection method of the FIDs. SCAN or LEVEL Any Thoughts?

When the board is populated on the second side, and after reflow, components are shifted, skewed with solder flowed on the leads of the components and not on the PCB land.

My first guess at the cause of your components skewing -- Termination pads on the board to not well match the the soldered terminals on the components, causing unbalanced wetting forces on the component terminations while the solder is molten.

Looks like you have too much solder, looks like is balling out of the side of your pads.
