Heller 1088 power draw

The nameplate specs for a 2004 Heller 1088EXL show 240V 60A, and specify Largest Heater Load of 25A. As each of the 8 heater elements is 6000W or 9.5R, how does this really work? Obviously all 8 elements on would pull 200A, so does the machine only
