Ted Dangelmayer's book [ESD Program Management: A Realistic Approach to Continuous Measurable Improvement in Static Control; Dangelmayer, T; Kluwer Academic Pub 1999 e2; 0412136716] is excellent. Often, ESD supplies sales-types use the "Chicken Little" approach that can lead to over-engineered programs that are cost ineffective. Mr Dangelmayer developed his approach at AT&T/Lucent to help the company and it's suppliers do better. It gives tools for developing of an understanding of the requirements and an approach to meeting the requirements. The approach is particularly suited to companies with limited resources. Here is the essence of the first chapter of the book: http://www.ce-mag.com/archive/02/09/dangelmayer.html
