I have a small board with two through hole and two SMTs. Is it easier to manufacture with the SMTs on the top or bottom?

Put 'em all on one side unless you have a reason to split them up.

As already stated one side. Also if at all possible change the through hole components to SMT. It is much cheaper to assemble SMT than through hole.

Thanks folks. I guessed right and put them on top. Unfortunatly a SMT version is not available for the through hole parts.
