Are you wanting to do sample testing off the reel? Is this for incoming inspection?

The Smart Tweez is a compact RCL meter (You can measure voltage as well). We use a couple of them and they work very well for small components.
If you're wanting to do production testing, a flying prober or ICT will work. Keep in mind the ICT is further down-steam in the production process. Based on the structure of your inquiry, it sounds like you want to test the caps pre-build.
