Bare Board House (no assembly)

We use Advanced Circuits out in Colorado for a lot of our builds, and are quite happy with their quality and service.

Other houses I've used that may be appropriate for you: Vermont Circuits Electropac

Both have excellent quantity. I know that Vermont have done military and aerospace before; not sure about Electropac's exposure in those markets.
