What about motivation? What steps can be taken to insure that the workers take ESD precautions, once they have been trained?

I start out from the assumption that the majority of employees, working for a well managed company, with a positive corporate culture, will really want to do the best job possible.

Given this, if everyone truly understands the concepts, and is confident in that understanding, they will politely police each other. This is an ESD prevention culture. What you are looking for is "super awareness of ESD in the work place", as my friend from Intermec so aptly put it.
