I do not know what software version you have, but on older versions it is best to have a mounting inspector set to be the primary and then mask out all labels and solder so it just locates the part. Then add another mounting inspector for looking at the label only. If you have 4.x then you will want the character enhance option on the label inspector, and in 4.x you can set a rotation tolerance 5 degrees tolerance is what we use for all chip parts. TQFP SOIC dpak may need no tolerance or a tight tolerance for rotation, but the label inspectors you can always leave loose.
Don't be afraid to add many inspection windows to a part each to look for a different feature.
