No chart for you, but I will comment that a prudent product manager would require a substantial reason to accept the risk of product failure and loss of profit to redesign his / her product.
We merrily assemble many boards each month that were designed in the 1960s using pre-computer tape methods. These methods used black adhesive tape of various widths and donut shapes to create the photoartwork for the boards. [Stop and think about that for a while.]
Our product manager on this line stated that "I will use the last PTH part on the planet before I redesign this product!!!" Not to say there isn't reasons to convert PTH designs to SMT, but I can't think of many that would be compelling.
