I would suggest finding a USED Samsung SM482 or similar. As far as flexibility, we regularly do work orders of less than 25 assemblies. In fact, we have an SMT line basically catered to low volume runs. We are in Pennsylvania, so we aren't local, but that's what overnight shipping is for.

Volumes are not the only factor here. You might have low mix and low volume, but high complexity. Machine you pick based on the most challenging components you have to print/place/reflow. If boards are simple, than your level of expertise is important. If you are expert, go for second hand market machines. If you are beginner, you will need help, so consider that factor. Is manufacturing space a limitation? Some of these machines have huge footprints. On the other hand, there are very small footprint machines, that people install in their house to build small batches of boards. There are too many imoprtant factors in this decision making process. Machine brand is last of your concerns at the moment.
