Which ESD totes to buy...conductive or dissipative?

We use both the black conductive and blue static dissipative ESD totes in the production of Class 3 military electronic assemblies. In some cases we use ESD bags, but most board assemblies are placed directly in an ESD tote with a lid. The totes containing the assemblies are moved to various workcenters throughout the factory and are used to store the assemblies at each workcell. We prefer totes instead of bags because they are better protected. We would like to buy more of these ESD totes but am not sure if it is better to buy the black conductive or the blue dissipative totes for electronic assemblies. In reading books and articles, some say in order to transport assemblies (not in bags), you need a Faraday cage and therefore a conductive tote. Others say that conductive totes can dissipate static charges too quickly and possibly cause ESD damage, therefore the slower dissipating blue totes are better. Which is better for our industry? Does anyone know of any information available to make this decision clearer for me? Thank you!
