I have a leaded legacy board that I continue to make. I had a replacement for that board that was RoHS compliant. The compliant board was obsoleted. The legacy board has two parts that keep it form being made in a compliant manner. I found a couple of places on the internet the say they can convert a ic to be RoHS compliant. Does anyone have any experience with this? Is it feasible to do this?

I know of a couple places that will take a RoHS part and convert it to leaded, but not the other way around.

You need to find out what is not compliant about the part. Also some parts can be compliant even though they are not stated to be. Even if the leads had a tin lead finish it may not be enough to make it not compliant. Anyways there is not any body in Europe checking.

Would the additional heat required for RoHS solder cause a problem for the older non-RoHS IC?

Usually not but you should check the manufacturer's data sheet for that IC. It should say in the datasheet what the maximum reflow soldering temperature is.

This application is military, which requires a minimum of 3% Pb on the terminations, or mulitple mitigations for tin whisker prevention.
