If we store the MSD components after required baking inside dry cabinet (Dr Storage make, model X2M-1200-6 which is capable of less than 5% RH), VACUUM SEALING is not applicable. Is this statement correct?

As per J STD033, below is the extract, storing in dry cabinets at less than 5% RH is equal to Vacuum sealing.

Note: Terchy make Baking oven Model No CK-500 was used for baking the MSDs.

Yes, your statement is correct. J-STD-033B.1 section 5.3.3.2 SMD packages not sealed in a MBB may be placed in a dry atmosphere cabinet, maintained at not greater than 5% RH. Storage in these dry cabinets may be considered equivalent to storage in a MBB with unlimited shelf life.

Careful with the term "vacuum sealing". You do NOT want vacuum in the MBBs. If you take out too much air you can create pockets where the moisture gets trapped. Also you can cause corners to pierce the bag. And you can even cause moisture to be pulled into the bag if the vacuum is strong enough. You want to gently remove excess air but not have a vacuum.

And if you take the parts out of the cabinet for short enough times you can reset the clock if they are put back soon enough and left long enough. Check the standard for details.

YES, the role of the drying cabinet is to protect those electronic components, so that there is no need to seal the electronic components. As long as you keep the drying cabinet working properly, your electronic components can be stored indefinitely

B.1 was released in October, 2007. 15+ years old.

D was released in April, 2018.

There were some fairly significant updates in those 11 years.

As per D Revision of J STD033, clause 5.3.3.2: Dry cabinet at 5% RH SMD packages not sealed in a MBB may be placed in a dry atmosphere cabinet, maintained at not greater than 5% RH. Storage in these dry cabinets may be considered equivalent to storage in a dry pack with unlimited shelf life.

Yes, that point remains unchanged. Just a general comment that there have been updates. e.g. re: desiccant re-use, certain devices no longer requiring bake-out, or bake times have been adjusted, and more.
