JOB DESCRIPTION TITLE: Materials Manager DEPARTMENT:Materials SUPERVISOR:Vice President WORK HRS: 7.00 A.M. TO 3.30 P.M. DUTIES & RESPONSIBILITIES: Responsible for efficient, economical procurement and management of all raw materials, semi-finished and finished parts and components, equipment, supplies, and services essential to manufacturing and administrative operations. Performs all procurement tasks based on critical items as needed. Evaluate, modify and implement policies and procedures for purchasing, quoting, stores, shipping and receiving to be in compliance with ISO 9002 standard and Inservco quality/ business/safety objectives. Monitor conformance to policies and procedures. Prepare projections of manpower requirements based on departmental priorities and objectives. Select, evaluate, train and develop all staff in stores, shipping, receiving, purchasing or any other materials procurement, management and distribution functions. Initiate, direct, conduct, monitor inventory control and management activities i.e. cycle counts for 95-100% inventory accuracy, reselling/purging of excess or obsolete inventory, managing shortages, increasing inventory turns, automating tracking systems etc. Reduce time-to-floor of materials. Eliminate rejections. Set up controls for customer supplied materials and SMT - Tape and Reel Materials. Improve cash flow by implementing and monitoring Just In Time delivery system using Electronic Data Interchange to lower cost of carrying inventory or maintain zero inventory. Use inventory quality ratios and other automated tracking methods (control charts etc.) to measure inventory performance and inventory dollars. Working with information systems and other departments; oversee maintenance and synchronize Inservco�s materials requirements planning system (MANEX) to provide accurate and timely information to management. Determine, acquire and install warehousing and bar-coding equipment/systems to improve throughput and operational efficiency. Evaluate and implement software to streamline quoting and purchasing function. Establish and maintain effective relationships with suppliers and other vendors to reduce distribution costs, material costs, liability for changes, eliminate sole source items, obtain price breaks, eliminate excess paperwork etc. Resolve supplier price discrepancies. Establish, implement and monitor vendor evaluation system for price, quality, delivery, reliability, capacity, distribution etc. Approve vendors based on established evaluation system. Establish vendor managed inventory programs when feasible to reduce inventory costs and improve vendor performance. Keep abreast with electronics manufacturing services industry trends. Evaluate implications for Inservco�s materials function and recommend changes as needed. Interface with other Inservco departments as needed. Perform other duties as assigned QUALIFICATIONS: Associates/Bachelors Degree in Purchasing or Business (required) Bachelors/Masters in Business Administration (optional) EXPERIENCE:4-6 years in purchasing or 5-7 years in Electronics Manufacturing Services industry. CERTIFICATION:APP/CPM/APICS desirable SKILLS: Supervisory & Interpersonal Skills, Project Management, Organizational skills. Problem solving skills, detail orientation, strong written/verbal communication skills. Strong computer skills: Windows 3.1 & 95, MS Business Applications, EDI, Manufacturing software, MRP systems. Quality Work Ethic.
