Inductive effect is the electron attraction force between chemical moieties. Inductive effect in flux activator would stabilize the dissociated organic acid, thus enhance the acidity, therefore increase the flux activity.

I need active solder paste to overcome solderability problems - I believe it have to be washed out, the issue is not the cleaning process only the paste (flux) activity level.

No don't know about such a chart. But, consider changing the method used to check flux activity. Consult your flux supplier for a test kit that will measure actual activity (acidity). SG is a suggestive method.
