We have not found a way to rework boards successfully at this time. Boards with severe black pad get scrapped.

I'll be honest here, while training people to IPC standards is good. Zero% of our clients or future business inquiries ask about things like IPC610, even stipulating ISO is rare, as long as there are systems in place of some sort.

If looks were the measure, we'd say, "Hail yes, it looks like black pad." The determination of black pad or not is best done in a laboratory.
