Looking to purchase a DIP lead forming tool. The tool that has the 2 rollers that let you place the DIP part on the rail and run it between 2 rollers (ball-bearing?). I found a place that once sold them. They were called an RS Pro IC Insertion Tool

Charliedci, Thank you for the lead. I contacted Fancort, and they informed me that they have discontinued (long ago) that product. The search continues.

Ours are all DLS-340 from Fancort. They don't appear on their website. Your description was accurate. 2 adjustable bearings with a spacer in the middle. Maybe a phone call to fancort might unearth something.

We have used both. They basically operated the same way, the discs are adjustable on the Hakko device as well. It also has a spring to help keep the IC's down on the flat bar. They both perform the same function.

Sounds like you have a component problem! I say this because you say the sodler is flowing away from the components (leads I assume) This sounds like none wetting of the component. Do a solderability test on the parts. Take the parts and dip the lead
