Just contact any PCB fab near your area/country or wherever your manufacturing site is located and ask them if they could help you with your problems...they should be able to do that...

What type of "ESD sensitive chips"? What do You mean with failing under production? Question; are the chips placed and properly soldered on the pcb pads?
