Try George King at SCI in Hunsville AL. the have done so much stuff for the military since 196?. Plant 1 is al about HI REL and MIL SPEC. they do small jobs as well as big jobs.

Customer Specification, parts must be certified to have no less than 3% lead content on the lead prior to attach! It's a Hi Rel Mil Spec FAR Clause in the RFQ.

Here are some general rules for lead free wave solder: Noble aloys will cost more. Period. The cheapest metal on earth is lead. Costs can only go up in Lead Free. Consumer grade and class 2 electronics will most likely use Tin / Copper for wave.

IPC-7721, Section 6.1, Jumper Wires, Jumper Wire Selection #5 states: "Recommended wire is solid, insulated, plated copper wire, 22 to 32 AWG with a heat resistant insulation. Wire with tin-lead plating may be restricted due to environmental laws."
