This looks like faulty VGA card (the one from which VGA cables come out) in the VME rack. They are notorius and fail often. Sometimes you can replace VRAM chips and fix it...

Hi Duro. The problem is that my VME card and ISA card was tested in another machine and both are working. So I suspect the CAN boards or Motherboard.

Hi! I have encountered this problem so many times. Here are the possible cause of your machine problem. 1. PCI board or PCI to motherboard cable. 2. VME memmory card. 3. VME board itself. 4. Power supply for VME board. Hope could help.

Probably similar cost to find one on ebay or a used machine broker vs. repair unless the fault is obvious from visual inspection. I would be interested to know if anyone does service cards from these older VME chassis though.
