Has anyone ever heard of a standard 29"x29" space saver SMT stencil being considered and ESD risk because of the mesh, or having a requirement to ground the frame to the stencil?

Never heard of such a thing. I would think that the stencil is grounded through the blades when they make contact?

I'm using 15E with tpsys software 3.1.2 and the machine is not using the hydra tools, hydra bank and tools are installed, package and components has the hydra tools, but is only using single mount.

Sounds like the Hydra is disabled in settings. One of the Micronic experts will have to tell you where that is.. My last Hydra was a MY12 many years ago.

cut time was very good (not a concern) Main advantage is flexibility and simpler fixturing than routing as there are no side forces. Charing was evident, but can be reduced with a few tweaks.
