It appears that the flux was burnt over the wave process. I have seen this before. Are you using convection heat?

Tap water will leave residues, whereas de-mineralised/de-ionized shouldn't.

When you say "unacceptable" do you mean cosmetically unacceptable? I've always put as much flux (no clean, of course) on the board until the ICT guys start yelling at me. That's how I roll... Lots of factors with no-clean flux residues...board mas
