IPC-FA-251 recommends 121*C for 30-60 minutes for 1 and 2 flex layer circuits. A rigid flex can take easily an hour per layer depending on the construction.

have done it in the past, used silicon as it will flex,, however its not the most robust material! tends to peel/flake off.

This looks like it could be related to oxidation.Do you per-bake your pcb before assembly to remove any moisture inside your board panel?
